There are nearly 8 million children ages 3 and 4 in the U.S.
Nearly 5 million are enrolled in non-parental education and care.
Between 1991 and 1999, the number of 3- and 4-year-olds receiving non-parental care increased by more than 700,000 children.
In 1999, 68% of 3-year-olds and 82% of 4-year-olds received non-parental education and care.
